It's actually a cartomizer choice and doesn't have much to do with the PV. The cartomizer is the load the PV is just a pretty power switch.
Like putting a 100wt bulb in a 40watt fixture. You can change out the light switch all you want, but that sucker is still gonna burn the house down.
You're confusing mAh with mA. That's not a good mistake. The CAPACITY of the battery is 2000mAh. According to Duracell's site, the port puts out 800mA. Which is fine for charging batteries, but shouldn't be used to power the PT.
