The only thing I know of even close to what you're asking for is a CE2 or CE3 style clearomizer. The Tidy 10 by Innokin has a soft filter tip like a carto, but it doesn't screw on. You just pop off the tip and fill them with a syringe.

Phil Busardo has a review of it. It doesn't seem horrible, but like the eRoll you're pretty much stuck with the eGo-C atomizer and a tank. Though there is an eCab-510 adapter out there. Also the batteries are more or less proprietary, and you'll only ever get 800 mAh out of them.
Take the CE4+ apart. Remove the silicone grommet above the wicks. There's the coil. Put it back together leaving the grommet off. Now it's a dripper. You can even fill it up if you want to. Just don't let the tank go horizontal. ;)
The atomizer is just a heating element. No filler, less wick material. In my experience it provides a better taste than any carto or clearo, and a stronger throat hit.
