the buzz has been fixed the wire had broken under the heat wrap so i used some electrical tape to reconnect it and it is now working at the proper voltage thank you for all your helpful tips not i know what not to do and what to check if something else goes wrong -

i swapped the atties and the batteries and everything the atty will fire but not very well i had to take the wire inside and take off the strip off the covering and wrap the wire around the screw in bottom of connector i tried to up the voltage but it wont go over 3.3 volts no matter how much i... -
