No they are being negligent! They eat out 4 times a week, smoke pot, and 2 packs of analog cigs a day... I offered to help, but they said "mind your own business". I could care less what happens to the people I am most worried about the dog (It is not his choice to be there) -

Ok, I need advice... I am in Pa, and I just found out a horrible situation. This lady lives in a trailer with a dog, and abuses the dog. also the floor of the trailor is almost all collapsed the place is over run with mice fleas, and bed bugs! there is no heat of hot water. Who would I report... -
