Michael, that's a wonderful thing you're doing for our community! I personally will not be taking advantage of the offer (I have plenty of my AVE juices), preferring to leave it for others who may not have had a chance to taste these wonderful products!
I had the same problem with another type of charger. I had it replaced. All chargers will make some type of high-pitched whine, but it's usually so quiet that you don't hear it. If it's loud enough to cause you discomfort, contact your vendor and return it for exchange.
That is a cartomizer. If you can take the end cap off, you can refill them with e-liquid in whatever flavor you want. Just make sure the polyfill stays moist.
I think your best bet would be to go to Best Buy, Staples, or Office Depot and pick up a new USB cord. I don't know about the t-rex charger, but why chance damage to your battery? Or worse, to yourself?
