    Yep I bought it new. Elsewhere someone said it might be lubricant for the threading, or Noalox or something like that.

    Got a probable silly question but...

    Personally I store just about all of the plastic bottles of juice on their sides as long as the caps seal well. I don't store dropper-top glass ones that way though, just to avoid any flavor leech from the material the squishy rubber part of the dropper caps have.
