    Usually water remains in the metallic wool whatever method you use for drying. Put some juice inside and puff for 20-30 times, the water will eventually boil out and then it will start to work (if the atty connector to the battery side is intact and not shorted).

    Resistors are not good to step down the voltage as they will get very hot and eat that battery faster then the atty. There is a simpler method to regulate that voltage, it takes only a 20mm wide and 4-5mm thick disc to regulate that without loosing any of the battery charge for stepping down...
