After reading both actual bills, I see that FOR NOW, the registration of the seller (through the sales tax system) as a purveyor of nicotine is "just" to limit sales to minors. BUT, gov't ALWAYS keeps expanding. Once they got you in the system, you're an easy target for the 80% wholesale taxes...- Agorizer

A sales tax #/retail sales license is required of any/all retail sales establishments ALREADY; this is just more words on paper.
