Not sure but Smoke Tip looks to be about the same as the Njoy Npro e-cig (103?). Njoy doesn't offer up anything else besides pre-filled carts either! I found out that the (103?) blank carts from Johnson Creek work in my Npro perfectly. Might work for your uncle????
With my TW Tornado, I pull off the atty and use compressed air to blow left over liquid out onto a paper towel (blow from battery end). Once I put a new cart in, it takes about 5 pulls to clear out the leftovers!
