8V is simply a consequence of using stacked bateries and pwm. If the output is "flat" (DC) then Vrms = Vavg. If the output is a PWM waveform, usually a square wave, then Vrms <> Vavg -

The eGo/Echo Kuwako Thread
It's a "clearomizer" actualy. Doesn't perform bad at all. Got it from the UK, but I think in the US you can get it from IKENVAPE. Will have to tweak it one of these days because the damn thing has a LED that lights up the tank. :/ EDIT: yes -> ego Bliss Pipe LED- pmos69
