Doing some checking: Registering an association in Portugal has a rather simple process but has an associated cost of a few hundred €s.

There's already a general consumer association in Portugal (DECO), and quite a strong one. Perhaps something can be done in association with them, at least as a first step.

In the EU the intent is even clearer: Push anything with more than trace amounts of nicotine into the pharmaceutical market.

That's the route being taken by the EU proposed directive - designate e-liquid above 2mg as medicine, with all the corresponding consequences. In the end, there will be no e-liquid with nicotine in the market, unless big-pharma starts producing it, with their usual profit margins. A medical...

This almost seems like a coordinated attack.
EU vapers are busy at this time with petitions and other actions against proposed EU legislation that effectively puts e-cigarettes in the pharmaceutical field.
