    oh, the other point that i meant to add was that making a tobacco flavoured e-juice does use various non tobacco flavours, Vanilla, caramels and whatnot... so the restriction they would try to apply would be to specificially marketed flavours where the candy/fruit flavour is the overwhelming...

    I too have grown up with hot peppers all my life, my mothers best friend when i lived in Egypt was Sri Lankan... and their foods are absolutely insane... their 3 year old, Zander, could handle the foods, while my mother, sister and I were dousing with calming sour cream and cucumbers.... 20+...
