Just more semantics to make e-cigarettes look bad by using the truth, all my e-liquids contain USP grade pure nicotine. Mine all have .8% pure nicotine in them. They're telling the truth, just not all of it.
This was my read also, they destroyed any good in the first section with the second one and its references. Most were ones used for the basis of e-cigarettes are bad articles.

They are looking at the wrong data, if they want a good estimate of e-cigarettes market penetration they need to compare year to year quarterly cigarette sales. Most of that is caused by e-cigarettes as prior to them they were slowly dropping at 1% or less per year.

This is the reason for all the science by press release, we still see the crap from the FDA 2009 study that has been debunked many times being used in articles against e-cigarettes.

In other words another fixed study that worked. It netted the Tobacco Control Industry more FUD headlines with (being nice) "questionable science" that got cancer involved.
We need to find some propagandists for our side that are half as good as TCI after their 3+ decades of practice...
