I noticed she is a GP, in other words someone who generally gets to know their patients well and a vaper herself.

This and it keeps the deeming regulations out of what is a contentious election cycle. They don't want it to become a political football as in general the R's are against more regulation that would affect job creation. They may be making a mistake as the regulation as written could cost 50,000...

Just another thought, this letter could be exhibit A going for a court ordered hold on implementing the deeming regulation if the FDA decides to ram it through anyway as it would affect thousands of small business'.
Nice, from my first read through it sounds like there are some adults asking the right questions. The FDA would have to rewrite the whole thing with some real alternatives and real cost estimates.
Lets not forget BG, out of $80 billion in sales PMI passed $48.8 billion in taxes collected on to governments world wide. Out of every pack of 20 cigarettes they sell 12 of them are sold for BG.
