0mg juice is considered a tobacco product. Hardware is also considered a tobacco product.
When nic gets taxed, it won't matter what it's called or what it's derived from. Anyone who thinks otherwise hasn't been paying attention.
What I do if I'm unsure of wattage to run a coil is to pump it up to around 3.7 - 4v and go from there.

Howards is a good product but over time it can leave a yellow tint on colorful wood due to the beeswax. I stopped using it a couple years ago. Didn't like what it did to my Reo's.

It depends on what you're vaping on. Straight PG can be pretty harsh on the throat at high wattage low ohm vaping. It's also more prone to leak out of tanks and such as it's thinner liquid. If you're vaping a lower power MTL setup, you'll be fine.

Pro-tip: Mix a liter of you're preferred nic level/PG/VG% at a time. Then when it's time to mix some juice, you only have to measure flavor(s). Then just dump in the premix and shake. Saves a lot time and effort especially when testing new flavors.
