Here is the list(s) as received from the friend on the German Forums for requested numbers. Please note each shows a time stamp in the upper left corner. That time determines where in the "first come - first serve" list the numbers in each PM are placed in amongst the ECF thread requests. -

Yes it is exactly as you describe my friend - Whoever requests the number first gets it reserved. For the numbers reserved by the German Forum, the list is sent to me. If it is timestamped at say 9pm for 155 (just an example) here or on the list from German Forum, whoevers time is shown first...
