I think that it fits into the cartomizer under the drip tip on top of the fill. It looks like a cap but there is no flange on it so it slips down further into the end. Thanks for the replies.

I totally agree. Also those big companys do alot of lobbying and spend a lot on litigation to help defend the cause of vaping.
