A hard short is kind of hard to do imo, I've only had it happen once and then it was gone. Sometimes the coil will short to the wick causing a low ohm situation but it should still fire it for a second before that happens. 1 more reason why I love mechanicals.
Shouldn't matter, both wick hole and tank are grounded. I use unoxidized wicks touching both and no shorts on the tesla even though I don't use it on there. If the wick is touching the top post then that might be a problem.

High speeds with ss is a nono. Your bit will overheat and loose its sharpness in no time. I used a 18v drill on the slow speed with lots of pressure and passed for about 10 sec 3 Times while drilling but I also went one size above 1/8in to 3/32 I believe.
I should hope so with all that wick stuffed in there lol. I'm using doubled 3mm silica at .8 ohms and it's pretty good but coils are inconsistant as far as tension and stuff.
I have no clue but there's a grainger next to my work and I was thinking if going by and picking up a brass rod and if they have something like this ill pick it up and give it a test.
