Vaping juices are not tobacco products, unless if they are NET's. Nor is nicotine exclusive to tobacco. Theres no pollution, and its no more "offensive" or "harmful" than someones perfume or cologne. Unless they specify, vaping.. which would be ridiculous.. vape away.
