For Wintergreen, the normal mixes are 1:10 or 2:10, so for every 1 drop of wintergreen, there's 10 drops of a carrier (or 2 drops wintergreen and 10 drops of carrier). For e-liquid, it seems that 1-2 drops per 10ml's, if it's pure, would be a good starting mix ratio for most.

Diacetyl, Acetoin and Acetyl Proprionyl are added to flavorings to add a buttery, creamy note. There would really be no valid reason to add these chemicals to PG & VG on their own as they would serve no purpose in the industries that use these chemicals traditionally (soap, lotion, skincare etc).
