The problem with rubbing alcohol is that it's very poisonous if inhaled and can cause serious health issues if it doesn't completely evaporate and you start inhaling the stuff.

Your assumptions are off. It's far too late/early for me to go into details clearly, but they used a 2 ml sample and of that 2 ml sample 8.45% of it was nicotine, meaning approximately 17 mg/ml of nicotine. A 16 mg cart should be 16%.

That seems a bit overpriced. The Lipton PTB locally are about $3 for 20, so that's $24 for 160 compared to the $45 they're asking for. Even with the discount that's still almost $10 more expensive. Still might not be bad if you can't get them locally.
