Sounds to me as if vaping is being encouraged as a smoking subsititute, especially for surgical patients, instead of the patients being forced to go without nicotine altogether.
Quit smoking but still use nicotine in my e-cigs. I started vaping at 18-24mg nic 2 years ago and now I'm down to using 6mg nic in tanks and dripping 3mg. Still dependent but tapering off the nic (it's a slow process for me).
