What is the best Li-ion box charger? And what are the best batteries that I should get for my secondary pair of batteries for my Legend in your opinion?

By the way, the two battery charging indicators seem to charge at different speeds. Is it normal for the cells not to finish charging at the same time?

Sorry, I didn't mean the USB port on my computer I meant a plug that goes into the wall that the charging cable plugs into.
