It is Propolyne Glycol, and it isn't poisonous. Actually it is in a lot of things we use on a daily basis, such any pills like aspirin, food, and if you look it up you will see a lot uses for it. We ingest it a lot of ways. It was added to Anti-Freeze to make it safer, contrary to popular belief.

Resistance you make, it should only tell you Volts, Watts, and ohms...resistance is the amount of heat that is transferred through the coils. Does it have Ohms in the window?
