When I refill those types of cartridges, I push the "inner cart" up to the top to fill...then use the provided rubber stopper to push the "inner cart" back in. Using the stopper makes sure you don't push it too far into the mouthpiece.

I like to keep it up towards the top. Once you push it onto your atomizer the mesh on the atomizer will push it down to the right height. If you keep it up at the top, you know for sure you are going to get a good connection between the two.
