Probably it's because higher VG or pure VG liquids are not really recommended for tank users. First of all VG's are quite thick in terms of density hence cottons will really have hard time absorbing them up while you're using it thus giving you the burnt taste.

Some manufacturers are focusing on innovating their products rather than making new products. You're also right about the FDA regulation issue, I guess manufacturers are anxious about making new products since no final regulations has been set yet. :(
