Sorry, just re read. Yes your vpn'd computer will be able to see the non vpn'd computer. Thought you were trying to run one through the other and just use one vpn connection. It will not go through the vpn connection if it is just talking to another computer on the same network.

Short answer is I would suggest you just use a vpn provider who allows multiple; like torguard that allows 5 simultaneous connections. Just have openvpn running on each. Long answer is you could just put it on the router (like an ASUS flashed with Asuswrt-Merlin) so everything connected...
