Yes, it's all over the manual as well as the reviews which mention the driptip child-protection safety prominently. Either use the other driptip provided or sand the original one down a bit with regular sandpaper.

From my first attempt I say yes, but only slightly so. If you slipstream a bit with a fully open airflow you can even do a very restricted DL with it.
