Here's some good info on LED's that helped me. Light Emitting Diodes (LEDs) Might help if you draw your circuit and post. 10ohms sounds way too low to protect the LED. Start with 1k and go from there. Edit: link says flashing LED's don't need a series resistor.

You need to use another charger as DM said. Your charger output, 3.6V@320mA, is too low to fully charge the 18650. The light is going green because the battery is reaching that output voltage. I'm using a Trustfire charger that outputs 4.2V@500mA. Good luck.

Try dropping the nic content to 18mg or so. If that doesn't work, try using a VG based nic juice or at least diluting using VG. I found that using a drip tip on my Riva makes a big increase to the hit over using a cartridge. What's your set-up?
