Depends on the topper. With Kanger BCC's like a Protank Mini or Protank 2, you are right. 7 watts instantly burned the juice due to the small coil and even smaller wick.
However a Kayfun with a nice Ekowool nest or a Microcoil around bleached cotton and you can handle 11 watts with no issue...
