Sorry, I should have been more clear: If an individual within PA orders from a vendor outside of PA and has the product shipped to PA... How would the state of PA ever even find out? I can't imagine the vendor having any legal obligation to report their sales to PA.

How would the state of PA know if someone in PA ordered vape supplies from another state and had them shipped to PA? This seems totally unenforceable to me.

So, some more experimenting and I think the key is to use far more cotton than I was using. I've got the cotton stuffed down so it's completely covering the insides of the holes. When I look at the holes, I can see the cotton inside. Seems to be working as I expected it should now.

I do this, too! I just cut the tops off and pour them into a tank. I would say I get more than a mL per bottle. About 4 empty bottles = one free tank fill!
