Through my testing I have found if I plan on putting my juice in a cartomizer, I need to add about 2% flavor and sometimes 2% nicotine to get the similar taste/feel from my atty. I am using Flavourart, so if your using another brand you may need more or less.

If you label it as something different and it's intended for something other than consumption... Don't see why you can't.
