Wonder which is more responsible, the Chinese or the FDA?
I have yet to hear of the FDA engaging in any enforcement against mod-makers, especially the kind of small-time, specialty people we know and love. So while fear of some future action by the FDA might have caused certain modders to look for another line of work, I don't think the FDA is directly responsible for that.

uncertainty throws a lot of weight in matters of business planning and investment.

i would argue that instilling (at the very least) uncertainty would be an effective and inexpensive means of influencing a market; and that the FDA certainly is directly responsible for such.

but that's just me thinkin' on the fly.
