[ Just paste broken links shown in purple directly into your browser - the extra line doesn't matter. Pls. PM me if you have more recent info. about proposed/actual legislation, if you think I've missed an important story, or if you want more tweaks to the formatting program. ]

1) Yesterday's front-page article in the Sun. NY Times has generated further discussion from Siegal, Glantz, and C.V. Phillips - as well as a large number of summary/knock-off pieces (listed at end). The original piece was titled: A Hot Debate Over E-Cigarettes as a Path to tobacco, or From It.

2) Aberdeen SD City Council meets at 5:30p today in the rec/cultural center to consider ext. to its clean air act that would define vaping as smoking.

3) Vineland NJ City Council meets tomorrow to consider expanding the perimeter around municipal buildings in which vaping is banned - in order to deal with complaints about "smoking" and potential health and "fire" hazards.

4) Excellent response put out by R Street to ANR's recent "fact sheet" on second-hand vaping.

5) NJ A1080 which presently only addresses tobacco burning in parks and on beaches is ready for the floor. (No extension to vaping has been ruled out.)

6) IL HB 2202 which presently only addresses tobacco burning on the campuses of state higher education institutions is now ready for the floor. (No extension to vaping has been ruled out.)

7) Friday's Reuter's article has generated a large number of summaries and knock-offs. These are listed at the end. The original article was titled: E-cig industry on tenterhooks ahead of U.S. regulation.

8) First Vype (BAT) advertisement runs on UK TV.

9) IA's simple minor ban is possibly ripe for ammendment to redefine smoking as vaping and tax vaping at the same level as cigarettes, now that its reached the Sen. floor, according to St. Sen. Bolkcom.

Title: First-Page New York Times Article Highlights National Debate Over Electronic Cigarettes
(Dr. Siegal's Blog) http://tobaccoanalysis.blogspot.com/2014/02/first-page-new-york-times-article.html
Takes on the "dual use" argument, which is used to suggest that vaping is ineffective when it comes to reducing the number of smokers.

Title: A paragraph-by-paragraph dissection of an unusually good article about e-cigarettes (part 1)
(C.V. Phillips' blog) A paragraph-by-paragraph dissection of an unusually good article about e-cigarettes (part 1) | Anti-THR Lies and related topics
Title says it all. Worth a read for some of the nuances left out in the original story.

Title: The difference between the ecigarette optimists and pessimists
(Glantz's blog) http://www.tobacco
.ucsf.edu/difference-between-ecigarette-optimists-and-pessimists

Glantz makes four claims: (1) dual use; (2) more kids getting addicted to nicotine via vaping; (3) vaping is associated with "less, not more quitting" [somehow this is distinct from the dual use argument, although I'm not sure how]; and (4) vaping marketing is a big problem.

Title: British TV Criticized For Airing E-Cigarette Commercial
(NPR US public radio - re: first Vype [BAT] ad on UK TV, from NPR Morning Edition) http://www.npr
.org/2014/02/24/281916721/british-tv-criticized-for-airing-e-cigarette-commercial

Short audio-only report quotes Vivienne Nathanson of the British Med. Assn. "What this is doing, is making the use of nicotine look attractive, socially-successful, and all those sorts of things that we used to see associated with cigarette smoking."[/I] (This refrain should be familiar to vapers everywhere.) Story says that there are presently no clear guidelines for advertising on British TV, and that "Britsh Regulators will begin consultations within weeks." This has been fed to NPR web sites all over the U.S.

(US Nat'l Investing site) http://www.fool
.com/investing/general/2014/02/23/why-the-late-mover-will-win-in-the-e-cigarettes-ba.aspx

Motley Fool article argues that PMI (Altria) has the upper hand over competitor Lorillard. Junk-free.

Title: Tobacco companies shift more advertising to e-cigarettes
(Questionable nat'l US web site) http://www.consumeraffairs
.com/news/tobacco-companies-shift-more-advertising-to-e-cigarettes-022414.html

I'm listing this only to document what appears to be yet another article that covers the Legacy Foundation's recent junk study regarding vaping advertising on the internet, which you can read about here: http://www.ncbi
.nlm.nih.gov/pubmed/24532710?dopt=Abstract
Plenty of junk in this article, although my own sense is that there's no specific reason to believe that Legacy has paid for it - unlike the other two pieces covered in this space recently.

(NJ US statewide amalgam site) http://www.nj
.com/politics/index.ssf/2014/02/smoking_ban_at_all_parks_and_beaches_approved_by_assembly_panel.html

A1080 is out of cmte and ready for the house (assembly) floor. Doesn't presently include vaping, no junk, see: A1080 also see editorial in support of bill: http://www.nj

Title: Vineland proposes ban on smoking
(Vineland NJ US local paper) http://www.thedailyjournal
.com/article/20140224/NEWS01/302240007?nclick_check=1

Vineland City Council meets Tues Feb 25, and is expected to confirm an expansion of the smoke-free (including vaping) perimeter around municipal buildings. "The restriction is driven by complaints about smoke, no litter from discarded butts, [Health Dep't Dir. Dale Jones] said. 'And in conjunction with the business administrator, we discussed the matter and decided it was time to do something.' [Para break omitted]" (That is the junk in this piece.)

This is a great example of an effective pro-vaping letter to the editor. Very personal, not too dogmatic, and attractive to readers with short attention spans.

(AP Story on IL US HB 2202) http://www.ktrs
.com/news/local-news/item/13532-illinois-lawmakers-explore-smoking-ban-on-public-college-campuses

This doesn't appear to apply to vaping yet. However many IL campuses have already enacted campus-wide "smoke-free" policies that include vaping, including all U Ill. campuses. Ready for the full house. No junk. See text: Illinois General Assembly - Bill Status for SB2202
[ IL currently considering two bills that require vaping supplies (but not non-cigarette tobacco) to be behind the counter, see: http://www.e-cigarette-forum.com/fo...counter-exempts-tobacco-specialty-stores.html and one bill that would require special packaging: http://www.e-cigarette-forum.com/fo...-e-cig-products-sold-il-protect-children.html Also worth watching: SB2659, which would ban smoking in cars containing a minor - however the definition doesn't currently include vaping (and is still in the Public Health Cmte, with a status of "postponed." Title: Legislators answer questions on wide array of topics at forum
(IA City IA US Local Paper) http://www.press-citizen
.com/article/20140223/NEWS01/302230016/Legislators-answer-questions-wide-array-topics-forum

Notable only for this colloquy w/ an member of what I believe is a gov't-funded org: "Eileen Fisher of Solon, a member of the organization Clean Air For Everyone [CAFE also known as CAN], criticized the bill during the forum saying she’s concerned that it doesn’t call for taxing e-cigarettes as tobacco products nor does it include them in the Smoke Free Air Act. Sen. Joe Bolkcom, D-Iowa City, said he thinks there’s a way to move forward with an altered version of the bill. He said he supports a ban for minors and expects a significant internal debate before a bill comes forward.[para breaks omitted]" This is important because IA's simple minor sales ban is now out of the house and ready for the senate.

Title: South Dakota bill would ban sale of e-cigarettes to minors
(SD US - AP story) http://www.argusleader
.com/viewart/20140224/UPDATES/302240031/South-Dakota-bill-would-ban-sale-e-cigarettes-minors

SD's SB181 is a simple minor sales ban. Opposed by the ACS which instead favors a broader redefinition of "tobacco product" under state law that would include vaping (surprise, surprise). No CASAA call on this yet because it's still in cmte, but presumably CASAA will support if it emerges w/o substantial ammendments. Title: Electronic cigarettes on agenda
(Aberdeen SD US local paper) Electronic cigarettes on agenda - AberdeenNews.com: Local News
Aberdeen City Council meets 5:30p at Rec./Cultural Ctr. for a first reading of a proposed ord. that would extend the clean air act to include vaping, and also impose a minor sales ban. A second reading is required to pass the ord. Local vapers are encouraged to attend or e-mail their city officials.

Lots of clones, summaries, and/or knock-offs of Friday's Reuters story about OMB review of FDA's proposed reg.s. None of these contain anything that wasn't in the original story. Here are just a few, most contain little junk ...

Sunday's NYT cover story regarding the debate between Siegal and Glantz also generated its share of clones/summaries/knock-offs. Many contain junk in addition to that in the original piece. I haven't listed the syndicated verbatim copies.

Tip: to see whether there are bad things happening where you live, try this Google search (example for Rhode Island) -
rhode site:casaa.org
(Replace rhode with a single word that describes your city, county, or state. For ex., if you live in Eau Claire, WI - you might use "Claire" to see if something is being proposed at the city level. Don't forget the : (colon), and be sure that there's nothing before or after the colon (not even spaces or tabs.)

You can also try replacing site:casaa.org with e-cigarette to find out what the media is reporting in your area. This is usually most helpful if you use the search tools to search by date. (CASAA doesn't generally issue calls or alerts until a bill is out of a state legislative committee, or is scheduled for a local city or county hearing.)
