I tend to convert to mg/$, with lower strength getting slight bonus points as that means less filler to add.

From rts, you get more mg/$ buying a 250 ml of 60 mg/ml, compared to a 120 ml of 100 mg/ml.

I'd go the 100 route only if it was for freezing, long term storage. In that case the smaller bottle size might be handy.

As already said, people need to ramp up their safety consciousness as the strength goes up.
