Hi - the online store most people recommend is RTD Vapor, followed by Super T Manufacturing (or elsewhere on sale ) If you mean like at a brick & mortar store, I think it would have to be a specialty store.

Places that sell specialty flashlights likely will sell both, as they use the same batteries and chargers. Not familiar with any store names.
Also check hobby stores that sell remote control planes, cars, and boats, as I believe they use the same batteries.
Do not put non-rechargeable batteries in your mod.

I called the local Batteries Plus store and the person I talked to didn't have the slightest idea what the 18650 is.

Most online vape stores sell those batteries. My local vape shop also carries them (which doesn't help you), but I'm just saying.

Orbtronics is what I use also. I was so disappointed with Batteries Plus.. So much for their slogan..

I also recommend RTD for your one stop battery/charger needs. Also, surevapes and steam monkey both sell decent prices ones.

I got my IMR 18650 batteries on Ebay. They also have any other battery you need along with chargers. Don't get too cheap with chargers. I also received my batteries in 2 or 3 days.

I was at Batteries+ here in The Haute just a bit ago for just that purpose. No luck on either of those items.

I have found 18650 in stock at Fry's stores. However, these were generic unprotected ICR which should not be used in a PV. Much better deals on IMR and protected ICR 18650 from the online stores.

Unless its a specialty flashlite shop (such as LightHound), a RC hobbby shop, or a vape shop, chances are you won't find any off-line.
But I've also salvaged quite a few 18650's around the house from dead laptop power supplies and cordless tools. Often, 1 or 2 18650s in these power supplies go dead, the others in there are salvageable and can often be charged up.
