A question about some of what the FDA is proposing

I was watching a you tube video made by a fellow vaper from the U.K. He made a comment that got me wondering. Why would they allow advertising of vaping products if they are so dead set against vaping? He thought something smelled fishy and so do I, but I can't put my finger on it. The only thing I can think of is that maybe they got together with Big tobacco and they wanted the ability to advertise to stick around to help them out after they consume the market. If that is the case....that reeks of corruption. Or maybe my tinfoil hat is on too tight again. Anyway, just wanted to hear what all you fine peoples thought of it.

Nobody likes the word 'corruption' and especially 'conspiracy'; but you can be certain that there will be inbuilt advantages for major industries, and impossible hurdles for small distributors, in FDA regulations eventually. Probably best to describe that as politics or economics, then.
