As long as it makes the State money.. Just think how much it would cost the taxpayers to replace a burned down jail.

18 bucks for a disposable, and 5 bucks of that goes to the jail. No refills, no recharging. The inmates like them, plus they get their fix and are calmer. I see a win win here.

If they were refillable, rechargeable, ... it'd be a different story.

Good one for Alabama. WTG.

edit: But the price could be lower perhaps. I don't know how much they go for, but it's not fair to gouge.

Well that's about double the cost of them at a gas station but, the jail gets some and, it is jail so, a bit more for the luxury of having them at all in there. I'd say it's a win-win and a fair price for the location.
