I all depends what sort of e-cig you mean.
If it looks like a plastic cigarette and the brand claims one refill is a pack or more of cigarettes, then none of them are cheap. Some of them will actually cost you $1,000s per year to run, charging you $15 for $3-worth of refills. There is even a 'popular' vape company that will sell you a $27 "mod" e-cig for $199.99.
The cheapest e-cig is a basic rechargeable and refillable model. It's very, very unlikely to be sold by a big name single-brand e-cig store.
Given your question I'm going to make a few assumptions...
1) You are new to electronic cigarettes
2) You only know about the ones that look like real cigarettes
3) What you are looking for is a cheap one that looks like a real cigarette

Actually i know quit a bit about vaping and im looking for a top of the range but more on the cheap side i have a large box shaped battery but im looking for a good clearomiser with a good coil and ejustable airflow
I live in the uk and their quit easy to find but probably not as common as they are over in the states
