FDA Any current restrictions on DIY for others?

Do the current rules restrict mixing for a family member at no charge?
I'll be doing that for one person, at least for a while. I made him buy the nic and some other odds and ends. I can make him a six month supply and the shipping is still more than the DIY. FDA rules I'm aware of cover commercial operations that charge for profit. With food laws, if you charge for what you serve you're regulated. If you cook for personal guests for free you're not. Clubs can have pot lucks for club members but the minute there are non member guests it's regulated. A church group can feed their members but if there are non member guests it's subject to food laws. I've heard that in Indiana if you combine any ingredients for the purpose of vaping it yourself you've broken Indiana law. Indiana must be in bad financial shape. How about a tax on mother's milk?
