Anyone else having trouble with the Coupons?

Hey all - looking to get a more serious vape solution. When I click on the "coupons" section at the very top menu, I get
[h=1]403 Forbidden[/h] Request forbidden by administrative rules.

I have tried firefox and IE9 on Win7 x64

It hasn't worked for a long time. I don't think it's a feature anymore.
