Not sure if you have been Keeping Up with Current Affairs? But the Concept that vaping will somehow be "left alone" seems Beyond Naïve.

And I have News for you Sunshine, as Teen e-Cigarette use increases, you will see More and More Restrictions on Adult Use by States and the Feds. And Less and Less non-vaper support by General Public and Legislators.

As for Citing a Basis. Don't need to. Because just like the Idea that Teen Smoking Rates can fall at 17% forever, my Conjecture is the same as your Conjecture.
I think you well know I'm very current with vaping politics, no personal attacks or sarcasm is necessary. My thoughts are obviously hypothetical unless something drastically changed the political climate. My point was that assuming reasonably free access to vaping there is no teen smoking floor. Assuming vaping as we know it is quashed I fully expect the teen smoking rate to go back to the 15% it was before the teen vaping fad hit. Which is really, really dispicable IMO.

I would find it (almost) impossible to believe if the government knocked down the current numbers of vapers to around 4% of what it once was nationwide that it would be very difficult for them to control that 4%, if they even felt it was worth their trouble to try and do so, and... as things became more and more difficult to obtain through normal channels that 4% would just die out.
And where did that 4% number come from? It wouldn't surprise me if there aren't a million vapers that either have stockpiles or have friends and family willing to share. But that is just conjecture. No need to further debate conjecture.

If you want to believe that there is No Teen Smoking Floor because of some assumed "free access", don't let Me stop you.

But the Concept of No Floor Didn't work with Prohibition.
And it Didn't Work with the War on Drugs.
And it Didn't Work on Every Tax and Health Program that has been Tried.

I think sometimes One just has to Acknowledge the Reality that there are just some things that a "Baseline Percentage" of Minor/Teens are going to Try and then Continue to Use. And Smoking Cigarettes is just one of those Things.

I Don't Like it. And I Hate to See it. But it just kinda Is what it Is.

And that's the very perverse outcome about this attempt to "improve public health" I find so infuriating. A significant percentage of adults who have stopped smoking will likely return, as the amount of effort to DIY everything is simply too much. Teens are more likely to experiment with tobacco rather than alternative products. All while the folks who got away with killing millions will be provided with a new revenue stream without any competition. Way to go.

Does anyone like these? Altus Tank Atomizer, a Coil-Less tank by Guo Vape I love the idea of no coil to build but the reviews are meh......... Just thinking of getting one for my stash.

The reviews are mixed. I've seen the price drop on v1 as they are supposidly coming out with an improved v2. You might want to look at the Cerabis Ceramic. No wicks to worry about, dry burn the head when changing flavors, and some are reporting up to 3 months on one coil. some reports of leakage, but that may be user error from not opening and closing the tank appropriately (it has a push/pull system to open for use and close up when not). There are a few threads around on it, and the price is in the mis 30's, far less than even a discounted Altus. Actually, $30 at VaporDNA Ceravape Cerabis Ceramic Sub-Ohm Tank

If the teen smoking rate returns to 15% the anti vaping lobby will turn the whole thing round to blame vaping, and claim it was the gateway that led to smoking.

Adding more RTAs to the collection and putting the pre-made coil tanks to the side. Have picked up 2 Moonshots the 22mm and the 24mm in the last month or so, just ordered an Avocado, Griffin 25, and Aromamizer Supreme tonight. Figure RTAs will be priceless to me in the future with all of this mass confusion/speculation/regulations going on

I moved exclusively over to RTAs about two months ago and I'm so happy I did.

I went ahead and got one with some replacement coils, so will be fun to try it out :)

I am still having a tough time thinking this is our last time to buy vape things, every time I think of it I get sad, but I am happy I did get some things just for the fun of it, even tho I hate to see my CC statement LOL! I hope I thought of everything, that is the one thing that bothers me, what did I forget!
