ASH UK says use of e-cigarettes continuing to rise rapidly among smokers, virtually no use by nonsmokers or youth (similar to US).
New survey shows use of e-cigarettes continuing to rise

Unfortunately, ASH UK's Deborah Arnott still wants MHRA to regulate e-cigs as medicines (which would ban the products) while
claiming that ASH UK opposes a ban.

We have the same problem in the US as some folks who endorse an FDA "deeming" regulation for e-cigarettes (which would ban the products) claim they don't want the products banned, and acknowledge that e-cigarettes are less hazardous than cigarettes.

Watching the ENVI workshop, it seemed to me that the MHRA had some idea of what was at stake. Their medical reg could be more open than we assume (or more restrictive, but thats another story). Medical regulation on an EU wide scale is not as uniform as they would have us believe, for example if medicalized, ecigs would, once approved be available in any shop in the UK and be sold without a time restriction. However in Ireland medical regulation would restrict them to pharmacies and require a stepdown to abstinence program as part of the package. The medical route is as scattered as they claim trading standards are.
