do these need to be fully discharged to kick the charger on?(HG-1210W)

Please check the voltage with a meter.
However, it sounds as if there is some kind of an issue here - but it needs more data to come to any kind of conclusion. What is the 'defective' battery voltage? Does the charger have a left and right channel? Does it have to have a single cell inserted in the left channel only? Do other batteries recharge OK? What voltage do they come off the charger at? What is the mod being used? Does it work OK with other batteries?
