how come I will put some of my batteries on the charger and they will say fully charged, then when I take them off and if I were to put them back on they start charging again and don't say that they're fully charged?

I have the same problem too with my Nitecore UM20 and LG HG2's. Once both reach 100% I remove them and they usually will say something 94% and 98%. It usually takes a good 15 mins to wait till they both show 100% on the bay. I've been wondering this too for a long time actually. Is this the right way to do things or should we just be removing them the first time they show full?
Technically it is better for the battery to be between 4.10 to 4.19v, not full 4.2v, as fully charging them scratches away at their aging so to say. Yet the error I have noticed with my Nitecore is from a drained battery placed in bay 1, blinks a bit as the charger "Reads" the battery, then plop, stops charge with full bars though I know the battery is at 3.6 to 3.7v. Still the charging algorithm of the Nitecore chargers are the gentlest.
...what are the warning signs that it's time to replace our 18650's? I'd assume when we start to notice significant loss in vape time on the batteries but what else? How long do we continue to use these for? I'm only using single cell Kbox's but am looking to stockpile an RX200S and possibly one or two double cell mods.
