Read the battery specs it should tell you the highest you can charge them at..anyways you should charge the 2250mAh 18650's at 1a as the probably can be charged at up to 1.5a or 1500mA (1000mA = 1a)..if you charged them at .5a it would take too long. It shouldn't shorten battery life at 1a.

As far as charging the 14250's, go back to the website you bought the charger at. They normally say what batteries the charger can charge. If they can charge those batteries, you do NOT want to charge the two different sizes at the same time! For instance, you don't want to charge one 18650 and one 14250 at the same time.

i have a similar charger,the kit looks like it comes with an aw imr 18650 high drain, u can charge at either .5 or 1 amp, i use 1 amp when ive been away from my charger for hrs and am going to need a replacement, otherwise i use the .5 amp setting, just in case the higher charging rate does impact battery life to some degree, thats just how i use it however, and i havent read anything negative as of yet about charging at 1 amp over time, im just paranoid hehe
