Actually, although your battery has a Maximum Continuous Current Discharge (MCCD) of 30 amps... with the build you have, you're drawing a bit over 12.7 amps at 0.33Ω. Net resistance establishes discharge... where volts divided by net resistance equals current (amperage) parity.
To "push" 30a from a fully charged (4.2v+/-) 18650 with a quad dual parallel build... a 9 wrap/2.00 ID, 27 gauge (84.5mm per wire - terminal to terminal) build will provide a 126 watt draw, with a nicely warm heat flux of 329 mW/mm2.
