Do,you want something made by China or USA? If price isn't a big issue the hexohmv2 is the BEST box mod on the market. Looks sick, small, spring loaded connector and powder coated black finish. 110 watts ( not like you would ever use it that high). Also comes with a lifetime warranty. It's a beast. The sigeli is too big, and doesn't look as good.

It's it always best to go with a regulated mod?

I'd say it's best to get a regulated mod, and a simple mech for backup.
A mech is fundamentally a simple cheap device; so it makes sense to pick up a couple just for backup purposes.
I've got a cheap aluminium m16sentinel clone which I'm finding pretty interesting for example- in fact I plan on setting it up with a topper for a friend of mind who still smokes.

Anyway, for new vapers, having a regulated mod with a screen is important where if anythings wrong you might get an error message, or if you find the vape too hot, you can adjust it down etc.

Best is really subjective, but as a fairly new vaper (November 2014) I can say that most likely one will not be enough. There will almost always be something else that catches your eye. I think you're headed in the right direction in wanting something more powerful out of the gate since that's where you'll end up anyway. I started with an Ego, moved to an MVP 2, Skeleton Key, Cloupor Mini and now the IVP Mini 2. I'm sure something new and shiny will catch my eye sooner than later.
