Yes 12 midnight EST, for west coast that would be 9pm, but make sure. If you are PT, MT and CT it would be different.

FREE ship over $30, or the charge would be $3 I am 99% sure, the $30 before the coupon would qualify. But not 100%
I am sure someone will figure that one out shortly after midnight and post the results, lol.
Also, $3 extra for priority on any order.
