Black and Mild/Wine Replication?

Looking for the base mix, if any, for flavorings pertaining to this taste. Pipey type tobacco flavor with a slight undertone of skittles?! Has anyone vaped something similar or have made anything close to this?

I'm trying to use all Capellas, but will buy from another vendor if they have the tobacco flavor needed for this.
